DEPARTMENT OVERVIEW
Colleges, Housing and Educational Services (CHES) is a multi-funded organization within the Division of Student Affairs and Success (DSAS) division at the University of California (UC) Santa Cruz. CHES provides leadership in the areas of college student life and residential services, housing services, facilities, capital planning, dining services, conference services, early education services, and business and financial analysis for these areas. Through these units, educational and developmental programs and services are offered to all members of the campus community including students, faculty, staff, children and external constituents. The Facilities unit of CHES provides com comprehensive facilities support to over 9,500 student residents in ten colleges and six associated residential communities, as well as seven Dining facilities. The department maintains 191 buildings of 2 million square feet. Facilities employs 45 represented and non-represented career staff and over 100 student staff positions, and manages an annual budget of approximately $9 million. The mission of Facilities is to plan for, develop, and maintain a comfortable and safe physical environment for our residents and to effectively maintain the assets of the campus in a manner that meets the highest standards of the housing and facilities management profession in coordination with other campus units.

JOB SUMMARY
Under the general supervision of the Facilities Operations Manager, the Safety and Training Specialist will integrate, develop and oversee the following interconnected areas; housing facilities safety, facilities staff and student staff training and hazardous waste collection and diversion programs. The Safety and Training Specialist will work closely with Environmental Health & Safety (EH&S) and facilities personnel to ensure that staff receive all necessary safety training and that a safe working environment is maintained. The Specialist will work with EH&S and the College Student Life to integrate and oversee programs to ensure that the facilities staff and residential communities are safely and properly disposing of household hazardous waste. Will work with campus partners and the Campus Recycling Coordinator to improve waste stream programs with the goal of waste reduction with an emphasis on reuse and recycling and expanding energy and water conservation.

Budgeted Salary: $38.46 / hourly

JOB DUTIES
50% - Staff Safety and Safety Training
  • Serves as the Injury and Illness Prevention Program (IIPP) coordinator for Facilities. Will work with EH&S, Facilities Maintenance Supervisors and Facilities Admin group to develop specialized training assessments and core safety curricula for all Facilities staff.
    Develops and maintain a safety manual for all shops that include any developed curriculum. Ensures that all personnel have received the established curriculum and that safety records are maintained. Develops and maintain a training schedule to ensure that personnel receive new and/or refreshment training as needed.
  • Assist CHES Facilities personnel in developing a safe maintenance shop. Ensures that the maintenance shop always has proper signage, safety guards, chemical storage, any related documentation, and required Safety Data Sheets (SDS). Regularly conducts and documents inspections of facilities shops/areas to ensure compliance with regulations, policies, and procedures; prepares reports for review with Facilities and CHES leadership.
  • Working with Facilities management, standardizes chemicals purchased within the organization and ensures that SDSs are obtained and made properly accessible within the shops. Develop a uniform chemical database to be used in all zones.
  • Coordinate and/or conduct safety training for summer student workers and for facilities staff. Ensures that all staff have received necessary training modules and assists supervisors in assessing and addressing specialized training needs. Coordinates hazardous and universal waste disposal including fluorescent light disposal.
  • Conducts semi-annual inspections of all shops and provides detailed reports of deficiencies and expected corrective actions. Consult with and coach shops on compliance efforts. Follow-up to ensure any needed corrective action has been taken.
  • Works with the Facilities management to develop an integrated fire and hazard inspection program within maintenance shops.
  • Examines and recommends improvements in processes, design, and procedures. Inspects operating and safety equipment to ensure that equipment is in safe working condition - recommends repairs or purchasing of replacement equipment. Maintains safety equipment and provides PPE as needed for CHES Facilities staff.
  • Applies relevant laws, regulations, codes and standards with minor refinement to procedure(s) as applicable.
  • Maintains and applies working knowledge of technical aspects of various regulatory requirements.
35% - Training Curriculum Development
  • Works with the Operations Manager and the Zone supervisors to develop a core curriculum and instruction manuals for each Facilities staff category, from student maintenance worker level to skilled trades.
    Works with the supervisors in creating basic skill training programs for Senior Building Maintenance Workers and student staff.
  • In collaboration with the Operations Manager and the Facilities supervisors, develops training programs for maintenance staff. Identifies individuals within the organization who would most benefit from specialized professional development.
10% - Waste Diversion Program
  • Hire, train and oversee student waste reduction workers.
    Coordinate disposal from maintenance shops and other areas of specialized materials and household hazardous waste, including fluorescent light bulbs, paints, solvents, batteries, and other hazardous waste.
  • Create and manage programs to address year-round issues related to the waste stream including planning additional collections and creating special signage. Serve as the principal liaison to Grounds for addressing the year-end move-out donations. In coordination with College Student Life staff to develop and manage a program to creatively address and reduce the enormous amount of waste generated during move-out and year-round.
5% - Resource and Water Conservation
  • In conjunction with Facilities Management, Major Maintenance and other campus partners, works with Energy Management personnel to integrate and expand utility conservation programs.
    Develops and promotes residential energy reduction campaigns for CHES with reference to successful examples at other campuses.
  • Work with Energy Management to monitor BEACON to detect micro- to macro- level leaks in CHES buildings. Advise Facilities staff to perform on-site investigations when needed, Advises and implements solutions to detected leaks.
  • Develop and pursue grant proposals in the area of utility conservation. Act as the CHES Facilities liaison to the Sustainability Office and to campus-wide sustainability efforts.
  • In conjunction with the Major Maintenance Coordinator and Facilities management, explores and proposes projects to increase energy efficiency and reduce water use.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area and /or equivalent experience/training.
  • Demonstrated experience understanding, implementing and training others to understand university, OSHA and other state and federal workplace safety laws, policies and regulations.
  • Demonstrated experience assessing potential risk to life/safety, property and legal liability and providing training and utilizing resources available to minimize institutional risk.
  • Working knowledge of sustainability concepts and practices, including LEED systems, climate actions plans, food service systems, procurement and waste management practices.
  • Working knowledge of U.S. Green Building Council rating systems.
  • Demonstrated experience and proficiency in the use of computer spreadsheet, database, and word processing application software, including Microsoft Excel, Microsoft Word.
  • Demonstrated experience and proficiency in the Google suite of office programs (e.g., Gmail, Google Drive, etc.)
  • Excellent communications and interpersonal skills including diplomacy, discretion, and the ability to interact in a professional, friendly, customer service-oriented manner with staff and residents.
  • Political acumen and discretion necessary to work effectively with various entities and individuals in a complex, and very diverse organizational environment. Ability to interpret, apply, and explain complex policies, rules and regulations clearly and courteously.
  • Written communication skill to prepare a variety of reports, policies, and procedures, and training documents and correspondence.
  • Excellent organizational skills with the ability to independently set priorities, create and maintain file systems. Systematically maintain materials and information, work efficiently, coordinate complex projects, and complete a number of competing assignments within established deadlines.
  • Skills to work independently and as part of a team with the ability to work cooperatively with diverse groups of people.
  • Ability to learn and use campus online financial, purchasing, maintenance work order, email and calendaring systems.
  • Ability to hire, train motivate and supervise student staff.
  • Demonstrated ability to interact and engage, in an inclusive manner, with constituents of diverse backgrounds (ethnic, cultural, socio-economic, etc.).
SPECIAL CONDITIONS OF EMPLOYMENT
